Requires the Inspector General of the Department of Children and Family Services to develop Error Reduction Training programs (instead of implementation plans) to address patterns of errors or problematic practices identified through OIG investigations, Child Death Review Teams, or the Director.

Mandates Error Reduction Training include both classroom and web-based components developed by the Inspector General's Office, utilizing the Child Protection Training Academy simulation model and covering critical thinking, decision-making, interviewing, analytical, and problem-solving skills.

Establishes the Department's Division of Quality Enhancement to identify outcome measures, track compliance with training curriculum, and prepare quarterly reports to the Director, OIG, and management staff on staffing needs and progress toward training goals.

Requires the Department's Office of Learning and Professional Development to implement and provide ongoing training to Department staff and private agency partners, while ensuring adherence to Error Reduction Training standards on a continuous basis.

Directs the Division of Quality Enhancement to prepare semi-annual public reports detailing training substance, deviations from models, staff adequacy, implementation barriers, and recommendations for additional training or systemic reforms identified by the OIG or Office of Learning and Professional Development.
