Public entities are prohibited from contracting with food vendors whose terms prevent donation of food to food banks, homeless shelters, food pantries, and soup kitchens.

Each State agency purchasing food through contracts must adopt a policy permitting donation of leftover food purchased with State funds.

State agency food donation policies must cover daily food operations and one-time events, and include a list of nearby soup kitchens, food pantries, and non-profit organizations for donations.

State agencies must circulate their food donation policies to all employees and submit policies to the Department of Central Management Services annually beginning December 31, 2018.

This Act takes effect upon becoming law.
