Amends the Illinois Human Rights Act to classify unequal insurance coverage for mental health and substance use disorders as a civil rights violation.

Prohibits offering group or individual accident and health insurance policies that do not provide equal terms and conditions of coverage for treatment of mental, emotional, nervous, or substance use disorders or related conditions.

Applies the definition of "mental, emotional, nervous, or substance use disorder or condition" from Section 370c.1 of the Illinois Insurance Code.

Expands the definition of "Person" in the Act to include companies as defined in the Illinois Insurance Code, making insurance providers subject to civil rights protections.
