Amends the Child Care Act of 1969 to create a new category of foster family home called "host homes" - emergency foster homes providing short-term crisis intervention for youth in the Comprehensive Community-Based Youth Services (CCBYS) program

Requires the Department of Children and Family Services (DCFS) to develop a licensing and monitoring system specifically tailored to the unique population served by CCBYS programs

Mandates that DCFS maintain licensing staff knowledgeable about CCBYS program standards as established by the Department of Human Services

Assigns the Department of Human Services sole responsibility for developing and implementing training curriculum for host homes that addresses the specific needs of CCBYS youth

Prohibits host homes from being used for children who are wards of DCFS under the Juvenile Court Act of 1987, limiting their use exclusively to CCBYS program participants

Effective date: July 1, 2022
