SB0214 Summary: Landscape Architecture Registration Act

• Establishes registration system for landscape architects under the Department of Financial and Professional Regulation, requiring proof of education, experience, and successful examination for registration.

• Creates a 5-member Registered Landscape Architecture Registration Board (4 registered landscape architects and 1 public member) to serve in advisory capacity to the Secretary.

• Prohibits use of titles "registered landscape architect" or "landscape architect" without registration, but allows non-registered individuals to provide landscape architecture services that do not require seals of architects, engineers, or surveyors.

• Requires registered landscape architects to obtain a seal containing their name, registration number, and "Registered Landscape Architect, State of Illinois" and to display their registration certificate in their principal office.

• Grants the Department power to investigate, conduct hearings, and discipline registrants for violations including professional incompetence, misrepresentation, and unethical conduct, with fines up to $10,000 per violation.

• Amends Park District Code, Chicago Park District Act, Professional Geologist Licensing Act, and Unified Code of Corrections to reference the new Landscape Architecture Registration Act in place of the Illinois Landscape Architecture Act of 1989.

• Adds the new Act to the Regulatory Sunset Act with repeal scheduled for January 1, 2027.
