Amends the Home Health, Home Services, and Home Nursing Agency Licensing Act to expand the definition of "home services" to include assistance with bathing without client self-direction, including areas beyond special skin care needs.

Adds assistance with applying topical prescription lotions to rashes, skin tears, stage 1 or 2 decubiti, and first and second degree burns.

Includes assistance with applying compression stockings, assisting with normal feeding including pre-measured thickened liquids, and applying prescription shampoo for hair care treatment.

Allows nail filing for clients with peripheral circulatory conditions, assistance with personal/mechanical/electronic transfers when client can assist, ambulation assistance with adaptive equipment, and oxygen tank management.

Includes repositioning clients every 2 hours or as instructed by plan of care; explicitly excludes services that require a licensed nurse under the Nurse Practice Act.
