Creates the Innovation, Automation, and Structural Pilot Program administered by the Department of Commerce and Economic Opportunity to promote innovation through technology, artificial intelligence, automation, and distributed energy generation.

Qualifying projects must meet eight requirements including LEED certification, prevailing wage compliance, three or more multimode distributed generation technologies, research partnerships with sustainable energy centers, and ability to collaborate with veteran organizations.

Approved projects receive a certificate extending economic development benefits for 10 years with a 20-year total lifespan and one 10-year renewal opportunity upon continued compliance.

Department must issue certificates upon receipt of required documents and make program information and applications available on its website; must adopt necessary implementing rules.

Program begins no later than July 1, 2021, ends June 30, 2028, and the authorizing statute repeals January 1, 2029.
