• Amends the Firearm Owners Identification Card Act to define "addicted to narcotics" as conviction for drug/cannabis possession within the past year or determination by Illinois State Police based on federal guidelines, excluding prescribed controlled substances used as directed.

• Expands the definition of "protective order" to include firearms restraining orders and substantially similar orders issued by courts of other states, tribes, U.S. territories, or military tribunals.

• Authorizes Illinois National Guard members and Staff Judge Advocates to file civil no contact orders and stalking no contact orders for victims of non-consensual sexual conduct who have received Military Protective Orders.

• Requires Illinois National Guard to file certified copies of military protective orders with local court clerks and mandates sheriffs furnish such orders to Illinois State Police for Law Enforcement Agencies Data System entry.

• Amends the Victims' Economic Security and Safety Act to include participation in military court-martial or nonjudicial punishment proceedings as qualifying reasons for employee leave and workplace accommodations related to domestic violence and sexual violence.
