Replaces references to "obligor" and "obligee" with "insurance obligor" and "insurance obligee" throughout the health insurance provisions of the Illinois Marriage and Dissolution of Marriage Act.

Removes the requirement that courts order health insurance coverage only "upon request of the obligee or Public Office," making such orders mandatory when establishing, modifying, or enforcing child support.

Eliminates provisions requiring the insurance obligor to reimburse the insurance obligee for 50% or 100% of health insurance premiums when employer coverage is unavailable.

Simplifies implementation requirements by removing the 30-day deadline and contempt of court provisions for obtaining non-employer health insurance, leaving only employer-based implementation under the Income Withholding for Support Act.

Clarifies employer obligations to allow enrollment outside normal enrollment periods and to add children to coverage upon application by the insurance obligee or Department of Healthcare and Family Services, with specified grounds for removal.
