SB0267 - Student Parent Data Collection Act Summary

• Board of Higher Education shall develop survey questions to collect data on parental and legal guardian status of students at public universities and community colleges, in consultation with the Illinois Community College Board and advocates

• Collected data must be disaggregated by race, ethnicity, income, gender, age, enrollment status, credential type, financial aid receipt, grade point average, degree persistence, and completion outcomes

• Beginning September 1, 2021, institutions operating or affiliated with child care centers must track total children served per semester and specifically the number of children of enrolled students served per semester

• Public universities report data to Board of Higher Education and community colleges report to Illinois Community College Board annually by July 1, beginning in 2022; all data must be made publicly available on institutional and board websites

• Data sharing and reporting must comply with the federal Family Educational Rights and Privacy Act of 1974 and cannot supersede any federal or state student privacy protections
