Creates the Water Quality Assurance Act requiring health care facilities (hospitals, nursing homes, ambulatory surgical centers, assisted living, community mental health facilities) to develop and implement water management programs to control opportunistic pathogens.

Mandates routine culture sampling of all building water systems at least every 6 months, including Legionella testing by CDC-approved laboratories, with required remediation when pathogens are detected.

Requires health care facilities to register all building water systems with the Department of Public Health within 120 days of the Act's effective date, providing detailed information about system specifications, ownership, maintenance, and disinfection methods.

Establishes the Water Quality Assurance Fund to collect fees from registration and certification of water management professionals and contractors, with funds used to implement and enforce the Act.

Amends the Illinois Procurement Code to exempt procurement expenditures for infectious disease outbreak response and critical health recommendations from standard procurement requirements, effective January 1, 2022.
