Restructures the 13-member agricultural education advisory committee by changing its composition from 6 Illinois Leadership Council representatives to 3, while adding 3 general agriculturalists and adjusting other member categories

Expands the committee's advisory role to include oversight of the agricultural education line item appropriation and agency rulemaking affecting agricultural education educators

Requires that current committee members may serve their full terms, but new appointments must implement the revised membership composition at the earliest possible time

Maintains the committee's core responsibilities of developing curriculum, overseeing the Build Illinois through Quality Agricultural Education plans, and advising the State Board of Education on vocational agricultural education
