Amends the Rivers, Lakes, and Streams Act (615 ILCS 5/5) with a technical change to language concerning the Department of Natural Resources' jurisdiction.

Grants the Department of Natural Resources jurisdiction and supervision over all rivers and lakes in Illinois where the State or its people have rights or interests.

Requires the Department to create a list organized by county of all Illinois waters, including navigable and non-navigable waters, with details on shore lines, water surface area, and meandering status.
