Amends Section 5 of the Rivers, Lakes, and Streams Act (615 ILCS 5/5) with a technical correction to the language describing the Department of Natural Resources' jurisdiction.

Grants the Department of Natural Resources jurisdiction and supervision over all rivers and lakes in Illinois where the State or its people have rights or interests.

Requires the Department to create a comprehensive list organized by county of all Illinois waters, including both navigable and non-navigable waters.

Specifies that the list must include details such as shoreline extent, water surface area for lakes, and whether rivers have been meandered or are navigable.
