Replaces the "State Historian" position with the "Executive Director of the Abraham Lincoln Presidential Library and Museum" on the State Records Commission and State Archives Advisory Board.

Repeals the State Historical Library Act and the Illinois Sesquicentennial of the American Civil War Commission Act.

Creates the Illinois State Historian position appointed by the Governor in consultation with the Board of Trustees and Illinois Historical Society, with a 2-year term renewable for one additional 2-year term; qualifications must include expertise in underrepresented minority history including African-American, Native American, Latinx, Asian-American, or LGBTQIA history.

Transfers duties previously assigned to the "State Historian" to the Executive Director of the Abraham Lincoln Presidential Library and Museum and the Library Services Director, including management of historical records and newspaper preservation programs.

Updates the Local Records Act and Local Historian Act to reference the Executive Director of the Abraham Lincoln Presidential Library and Museum instead of the State Historian.
