Expands the definition of "unit of local government" eligible for tourism promotion assistance under the Illinois Promotion Act.

Adds "local parks" as a facility type that the Department of Commerce and Economic Opportunity may promote alongside state parks, fishing areas, and historical sites.

Increases eligible recipients for tourism grants and loans to include "other units of local government" in addition to counties and municipalities, with individual grants and loans capped at $1,000,000 and 50% of project costs.

Allows other units of local government to join municipalities and counties in collaborative promotional activities and programs related to tourism and economic development.

Takes effect upon becoming law.
