SB0341 - Medicaid Technical Assistance Act

• Requires the Department of Healthcare and Family Services to establish a Medicaid Technical Assistance Center within the Office of Medicaid Innovation to support health care providers participating in Illinois' HealthChoice Illinois and YouthCare managed care programs.

• Center shall provide free trainings (in-person and web-based), maintain an updated website with resources, host regional learning collaboratives, and conduct outreach to community-based providers, especially those serving communities of color or operating in service deserts.

• Requires the Center to release network adequacy reports within 3 years and annually thereafter, identifying provider service deserts and health care disparities by race and ethnicity.

• Mandates that the Department maximize federal financial participation (up to 70% in Medicaid matching funds) for the Center's operations, with federal funds used for further development and expansion.

• Creates the Medicaid Technical Assistance Center Fund as a special fund in the State treasury to receive appropriated moneys and federal financial participation funds for the Center's operations.
