Creates the Carpet Stewardship Act requiring carpet producers to fund and implement a statewide stewardship program through a nonprofit clearinghouse to reduce waste, promote reuse and recycling, and manage end-of-life carpet collection and processing.

Establishes a carpet stewardship assessment fee of 4 cents per square foot for nylon, polypropylene, and wool carpet and 6 cents per square foot for PET, PTT, and blended carpet, effective January 1, 2020, with revenues funding the program.

Requires producers to register with the Illinois Environmental Protection Agency (IEPA), retailers and distributors to add the assessment to purchase prices on invoices, and sets a minimum carpet recycling rate goal of 25% by December 31, 2023.

Establishes collection site convenience standards requiring sites in counties with population density of at least 100 persons per square mile by 2021 and 50 persons per square mile by 2022, with clearinghouse payments of $20 per ton collected.

Requires state agencies to purchase at least 35% of carpet with minimum 10% post-consumer recycled content starting January 1, 2022, increasing by 10% annually until reaching 75%, with clearinghouse providing annual reports and paying $200,000 administrative fee to IEPA.
