Establishes a school-based dental program effective January 1, 2022, allowing delivery of preventative dental services to children under 19 years of age in school settings, administered by the Department of Healthcare and Family Services.

Department shall establish guidelines for provider participation and follow-up referral care requirements based on existing All Kids Dental School Program standards, considering geographic differences between urban and rural areas.

Prohibits local government units from charging providers a fee to participate in the school-based dental program and preserves the authority of home rule units and school districts to establish independent dental programs.

Expands existing dental service coverage requirements including provisions for dentists volunteering at not-for-profit health clinics and dental hygienists employed by federally qualified health centers.
