Amends the Environmental Protection Act, Section 39.4, concerning agrichemical facility and lawncare containment permits.

Makes a technical correction by removing duplicate language ("the") in the section regarding joint applications transmitted from the Department of Agriculture.

Permits the Illinois Environmental Protection Agency to provide written endorsements for agrichemical facility construction or operation permits and lawncare containment permits issued by the Department of Agriculture.

Deems Agency-endorsed permits as permits issued under specific sections of the Environmental Protection Act and subjects them to all applicable permit requirements if not endorsed.

Exempts Agency-endorsed agrichemical facility and lawncare containment permits from annual fee provisions under Section 9.6 of the Environmental Protection Act.
