Allows any multiple-occupancy restroom to be designated as an all-gender restroom for use by any person regardless of gender.

Requires all-gender restrooms to include inclusive signage, stall dividers with locks and privacy covers, and partitions for urinals if present.

Mandates that when a multiple-occupancy restroom is converted to all-gender use, adjacent or proximate restrooms serving a different gender must also be converted to all-gender.

Permits facilities undergoing construction or alterations exceeding 50% to count individual toilet stalls in all-gender restrooms toward female-to-male ratio requirements at management's discretion.

Requires newly constructed all-gender restrooms to include accessible features, trash receptacles in stalls, menstruation supply vending devices, and baby diaper changing stations; directs Department of Public Health to adopt implementing rules.
