Eliminates fees for expungement or sealing of records when arrests resulted in release without charging, or when arrests or charges resulted in acquittal, dismissal, or conviction when the conviction was reversed or vacated, except for minor traffic violations.

Terminates the county fee waiver pilot program for counties with 3,000,000 or more inhabitants that was set to expire on January 1, 2021, making the fee waiver permanent statewide instead.

Applies to the Criminal Identification Act and establishes that eligible individuals cannot be denied record sealing based on outstanding legal financial obligations like fines, fees, costs, or assessments.

Allows petitioners who obtained court fee waivers under Supreme Court Rule 298 or other fee waivers to proceed without paying filing fees for expungement or sealing petitions.
