Establishes a 3-year demonstration pilot program for crisis stabilization services in facilities licensed under the Specialized Mental Health Rehabilitation Act of 2013, effective July 1, 2021.

Limits pilot program to no more than 40 beds and serves only Medicaid managed care plan enrollees residing in participating facilities that had contractual relationships for crisis stabilization services before the effective date.

Waives Department of Public Health licensure requirements for crisis stabilization units to allow facilities to participate in the pilot program.

Requires participating facilities and Medicaid managed care organizations to collect data on patient diagnosis, treatment, length of stay, and costs, with the Department of Healthcare and Family Services compiling comparative cost reports.

Sets reimbursement rates for crisis stabilization services at no less than 150% of recovery and rehabilitation service rates and includes incentive payments to managed care plans to encourage crisis stabilization use instead of inpatient psychiatric hospitalization.
