SB0556 - Lead Service Line Replacement and Notification Act

• Establishes Lead Service Line Replacement Fund and requires community water supplies to develop comprehensive inventories and replacement plans for lead service lines by April 15, 2023, with all lead service lines replaced according to tiered timelines (5-25 years based on number of lines).

• Imposes income-based "lead in drinking water protection fee" on water bills starting January 1, 2022, ranging from $0.00 in low-income areas to $0.45 per 1,000 gallons in higher-income census tracts, with proceeds deposited into the Lead Service Line Replacement Fund.

• Allocates Fund resources as follows: 75% for lead service line replacement, 7% for low-income water assistance, 5% for low-income technical assistance, 5% for workforce development, 3% for EPA personnel, and 5% for water innovation grants.

• Prohibits partial lead service line replacements except during emergency repairs, requiring full replacement including private property portions; mandates water utilities to provide lead testing, filters, and advance notice to affected buildings before construction work.

• Creates 19-member Lead Service Line Replacement Advisory Board to review fee structure every 5 years, establish grant programs, and advise Illinois EPA on implementation; adds customer assistance program provisions to Public Utilities Act allowing income-based rate relief.
