Establishes a new Class A misdemeanor offense for operating an uninsured motor vehicle that causes bodily harm to another person, with a mandatory $2,500 fine in addition to incarceration for repeat offenders.

Increases penalties for third or subsequent violations of the uninsured vehicle operation law to a $1,000 fine (up from previous amounts) and classifies such violations as business offenses.

Implements a 3-month driver's license suspension for any conviction of operating an uninsured vehicle, with an additional 6-month suspension and $100 reinstatement fee if the violation occurs while already suspended.

Provides a first-time offender exemption allowing a $100 fine and court supervision disposition if the driver produces proof of insurance coverage at court appearance and maintains it throughout the supervision period.

Requires drivers convicted a third or subsequent time to provide proof of financial responsibility to the Secretary of State and maintain it for a minimum of 3 years.
