Changes the Criminal and Traffic Assessment Act to require county treasurers and local government treasurers to create seven specific funds (Court Automation Fund, Document Storage Fund, Circuit Clerk Operations and Administration Fund, State's Attorney Records Automation Fund, Public Defender Records Automation Fund, Circuit Court Clerk Electronic Citation Fund, and Child Advocacy Center Fund) rather than merely permitting them to do so.

Allows treasurers to skip creating a fund and deposit money into the general county or local government fund instead if the county has not instituted and does not plan to institute a program using that particular fund.

Specifies that the Court Automation Fund and Document Storage Fund require approval from both the circuit court clerk and chief judge (or designee) for expenditures related to court record automation and document storage systems.

Establishes that the Child Advocacy Center Fund applies only in counties where a Children's Advocacy Center provides services and must be used for the center's operation and administration through grants made by the county board.

Maintains provisions for other existing funds including the DUI Fund, Trauma Center Fund, Drug Treatment Fund, Sexual Assault Services Fund, and County Jail Medical Costs Fund, with specific uses outlined for each.
