Requires University of Illinois Hospital, ambulatory surgical treatment centers, and hospitals licensed in Illinois to offer unused facility-provided medications to patients upon discharge when required for continuing treatment, if the medication was ordered at least 24 hours in advance for surgical procedures.

Defines "facility-provided medication" as topical antibiotics, anti-inflammatory, dilation, or glaucoma drops or ointments under the Pharmacy Practice Act.

Mandates facility-provided medications be labeled consistent with Pharmacy Practice Act Section 22 requirements.

Waives the requirement for pharmacist counseling when facility-provided medications are used in operating room or emergency department settings; prescriber becomes responsible for counseling patients on proper use and administration.

Takes effect July 1, 2021.
