SB0580 Summary

• Requires the Pollution Control Board to adopt amendments within 180 days mandating groundwater monitoring at all clean construction or demolition debris fill operations and all uncontaminated soil fill operations.

• Groundwater monitoring requirements must be designed to detect and prevent exceedances of Class I groundwater quality standards and include monitoring frequency, well location methodology, installation within one year, post-closure monitoring for at least 5 years, and financial assurance.

• Exempts operations from groundwater monitoring requirements if owners or operators completed post-closure maintenance before the effective date and received written Agency notification that the permit is terminated (for debris operations) or submitted required certifications (for soil operations).

• Specifies monitoring requirements must address detection of volatile organic compounds, include corrective action procedures for standard exceedances, and apply to both new and existing fill operations.

• Takes effect immediately upon becoming law.
