Removes the Crematory Regulation Act from the January 1, 2022 repeal date and moves it to the January 1, 2024 repeal date under the Regulatory Sunset Act.

Amends the Voluntary Payroll Deductions Act to transfer authority from the Governor to the State Comptroller for approving qualified organizations and administering the State and Universities Employees Combined Appeal (SECA).

Adds Section 28 to the State Comptroller Act authorizing the Comptroller to make temporary recess appointments to offices requiring Senate confirmation.

Modifies State Finance Act provisions regarding lapse periods for Department of Healthcare and Family Services Medical Assistance payments, changing the extended lapse period from 6 months to 4 months ending October 31.

Amends the Illinois Procurement Code to require quarterly reporting to the Comptroller for contracts exceeding $20,000 that do not obligate funds within the State treasury, beginning in fiscal year 2022.
