Amends the Mental Health and Developmental Disabilities Code to clarify that a facility is not considered a "mental health facility" for persons admitted solely for treatment of non-mental illness conditions.

Mental health treatment provided to such persons is limited to: (i) treatment voluntarily agreed to prior to current admission; (ii) medications to treat or prevent complications from medical treatment, including anti-anxiety medications for surgical and mechanically ventilated patients; or (iii) psychological evaluation only.

Modifies Section 2-200 to exempt facilities or facility sections where the majority of persons are not receiving mental health services from requirements to post consumer rights information conspicuously in public areas.

Effective immediately upon becoming law.
