Amends the Safe Pharmaceutical Disposal Act to expand disposal options by including "sharps" (hypodermic needles, intravenous needles, and other medical syringes with original medical purpose) alongside pharmaceutical products in county and municipal disposal programs.

Requires counties and municipalities to authorize use of public facilities (city halls, police departments, etc.) to display secure receptacles for expired, unwanted, or used pharmaceuticals and sharps, with public notification of availability.

Modifies the Environmental Protection Act to establish three new types of household waste drop-off points: one-day household waste collection events (approved by the Agency), one-day compostable waste collection events (approved by counties/municipalities), and permanent compostable waste collection points (approved by counties/municipalities).

Specifies operational requirements for all drop-off points including waste acceptance limits, storage duration caps (90 days for standard drop-off, 48 hours for one-day events, weekly transfers for permanent points), security measures, and restrictions on accepting waste from commercial entities.

Directs the Agency to establish a statewide medication take-back program by June 1, 2016, requiring pharmacies to display informational signs about pharmaceutical disposal options, and mandates an Agency report to the General Assembly by June 1, 2019 on collected pharmaceuticals and legislative recommendations.
