SB0592 - Renters' Right to Recycle Act

• Requires owners of multifamily dwellings (2 or more units) to provide on-site recycling containers for paper, plastic, and aluminum for tenants.

• Exempts building owners if inadequate space exists (certified by solid waste enterprise), no recycling services are available in the area, or recycling costs exceed solid waste service costs by 30% or more.

• Grants the Illinois Environmental Protection Agency authority to implement, administer, and enforce the Act through rulemaking and civil penalties for violations.

• Allows residents to file complaints with the Agency if their building owner violates recycling requirements.

• Takes effect July 1, 2022, and does not prevent local governments from imposing stricter recycling requirements.
