Amends the Freedom of Information Act to add exemption (bbb) prohibiting disclosure of information under Section 35 of the Address Confidentiality for Victims of Domestic Violence, Sexual Assault, Human Trafficking, or Stalking Act.

Expands the Address Confidentiality Act to include victims of human trafficking alongside existing protections for victims of domestic violence, sexual assault, and stalking.

Requires the State Board of Elections to create an Illinois Address Confidentiality Program Voter Registration Application allowing certified program participants to register and vote while keeping their addresses confidential from public voter lists.

Mandates election authorities to transmit vote by mail ballots to program participants at their designated confidential addresses upon request, with names and addresses excluded from publicly available voter lists.

Adds proof of State residential address or homeless status affidavit as required documentation for Address Confidentiality program applications.
