Amends Section 2-206 of the Code of Civil Procedure regarding service by publication in actions affecting property or status.

Changes grammatical references in subsection (a) from plural "are" to singular "is" and adds "the" before "plaintiff" for clarification.

Shifts responsibility in subsection (a-5) from the court clerk to the plaintiff or plaintiff's attorney for mailing notice copies to defendants within 10 days of first publication in actions under Part 15 of Article XV.

Requires the plaintiff or plaintiff's attorney to provide a certificate of mailing and file a copy of that certificate with the court clerk in subsection (a-5) actions.

Maintains existing provisions for service by publication in actions by local government units to demolish, repair, or enclose dangerous buildings, allowing publication to commence during location attempts.
