Authorizes the Secretary of State to issue Air Force Combat Action Medal license plates to eligible Illinois residents who meet prescribed eligibility requirements.

Permits Air Force Combat Action Medal plates to be displayed on passenger vehicles of the first division, motorcycles, and motor vehicles of the second division weighing 8,000 pounds or less.

Allows Air Force Combat Action Medal plates to be issued as vanity or personalized plates and exempts them from the requirement to display "Land of Lincoln."

Enables surviving spouses of military service members with Air Force Combat Action Medal plates to retain and transfer those plates if they transfer registration to their name within 180 days of the service member's death.

Makes conforming changes to vehicle registration reclassification rules to include Air Force Combat Action Medal plates in existing special license plate provisions.
