Requires Legislative Ethics Commission commissioners to be appointed from the general public rather than allowing General Assembly members to serve, with new eligibility restrictions including no felony convictions, no lobbying activity within the preceding 10 years, and no state employment within the preceding 10 years

Expands the jurisdiction of the Legislative Ethics Commission and Legislative Inspector General to include violations of the Illinois Governmental Ethics Act in addition to the State Officials and Employees Ethics Act

Removes the requirement that the Legislative Inspector General obtain advance approval from the Commission before issuing subpoenas, and voids any existing rules requiring such advance approval

Clarifies that the Legislative Inspector General's jurisdiction covers investigations of fraud, waste, abuse, mismanagement, misconduct, nonfeasance, misfeasance, or malfeasance specifically related to government service or employment

Takes effect immediately upon becoming law
