Amends the Illinois Procurement Code to prohibit awarding construction contracts exceeding $1,000,000 for mass transit facilities to vendors receiving support from nonmarket economy countries.

Applies to vendors identified by the United States Trade Representative in the most recent report under the Trade Act of 1974 as priority foreign countries subject to monitoring.

Covers contracts for construction, alteration, operation, repair, maintenance, or improvement of mass transit facilities and equipment.

Does not apply if doing so would violate existing U.S. treaties, laws, trade agreements, regulations, or subsequent trade agreements between foreign countries and the State or United States.
