Amends the Employee Sick Leave Act to clarify exemptions from coverage for employers and employees defined under the federal Railroad Unemployment Insurance Act and Federal Employers' Liability Act.

Establishes that the Act does not invalidate or interfere with collective bargaining agreements, and rights under the Act serve as the minimum standard in negotiated agreements.

Allows the Department to adopt rules exempting additional employments from coverage as necessary to implement the Act in accordance with state and federal law.
