Permits local school council annual organizational meetings to be held via videoconference or teleconference if public health guidance limits in-person gathering sizes at the time of the meeting.

Establishes a reduced quorum requirement of 4 serving members (with at least 2 being elected members) when a local school council falls below 7 members due to vacancies, solely for the purpose of convening a meeting to fill those vacancies.

Requires an affirmative vote of a majority of those present to fill vacancies through appointment when operating under the reduced quorum.

Maintains existing requirements that the principal and student member of a high school council cannot vote on principal evaluations, contract renewals, or principal selection matters.

Specifies that 7 affirmative votes are required for direct selection of a new principal under a 4-year performance contract, but not for renewal of an existing principal's contract.
