Amends the Illinois Enterprise Zone Act to update poverty measurement criteria from the federal decennial census to the American Community Survey, and replaces the 50% free lunch program participation threshold with 35% of families with children living below 130% of the poverty line

Allows the Department to award partial points on a pro rata basis for enterprise zone applicants demonstrating job creation and investment below the standard thresholds of 1,000 full-time jobs and $100,000,000 investment

Caps total certified Enterprise Zones at 97 statewide, with at least 25% of available designations in any year reserved for zones in counties with populations under 300,000

Establishes provisional decertification for Enterprise Zones that fail to report capital investment, job creation/retention, or State tax expenditures for 3 consecutive calendar years

Extends the enterprise zone application timeline from 2 years to 5 years prior to expiration for zones scheduled to expire on or after January 1, 2024, and requires employers to submit diversity information on employee gender and ethnicity with job creation reports
