Prohibits Illinois state and local law enforcement agencies from detaining individuals solely on federal immigration detainers or civil immigration warrants, and bars them from inquiring about or investigating a person's citizenship, immigration status, or place of birth

Bans law enforcement from entering into or renewing contracts to house individuals for federal civil immigration violations, with existing agreements required to be terminated by January 1, 2022

Restricts law enforcement from providing immigration agents access to individuals in custody, transferring persons to immigration custody, sharing non-public databases, or assisting with immigration enforcement operations without a federal criminal warrant

Requires law enforcement agencies to submit annual reports to the Attorney General documenting all immigration detainer requests received and how they were handled

Amends the VOICES Act to create a rebuttable presumption that crime victims are helpful to investigations for U-visa certification purposes, and requires certifying agencies to complete certification forms within 90 business days (or 21 days for expedited cases)
