SB0671 Summary: Executive Order 3 (2017) Implementation Act

• Transfers powers, duties, rights, and responsibilities of the Office of Energy and Recycling from the Department of Commerce and Economic Opportunity to the Environmental Protection Agency (Agency).

• Excludes electric energy efficiency programs under Section 8-103 of the Public Utilities Act and natural gas efficiency programs under Section 8-104 of the Public Utilities Act from the transfer.

• Transfers all personnel, records, property, funds, and pending business related to the Office of Energy and Recycling functions to the Environmental Protection Agency.

• Makes corresponding amendments throughout Illinois statutes to reflect the Agency as the lead entity for energy, recycling, solid waste management, renewable fuels, and related environmental programs.

• Takes effect immediately upon becoming law and supersedes Executive Order 3 (2017) with statutory authority for the departmental reorganization.
