Prohibits employers from entering non-compete agreements with employees earning $75,000 or less annually, with thresholds increasing to $80,000 (2027), $85,000 (2032), and $90,000 (2037)

Prohibits non-solicitation agreements with employees earning $45,000 or less annually, with thresholds increasing to $47,500 (2027), $50,000 (2032), and $52,500 (2037)

Requires employers to advise employees in writing to consult an attorney and provide at least 14 calendar days to review any non-compete or non-solicitation covenant before signing

Voids non-compete and non-solicitation agreements for employees terminated, furloughed, or laid off due to COVID-19 or similar circumstances, unless the employer provides compensation equivalent to base salary during the enforcement period

Authorizes the Attorney General to investigate pattern and practice violations, with civil penalties up to $5,000 per violation or $10,000 for repeat violations within 5 years, and grants prevailing employees recovery of attorney's fees and costs
