Requires Secretary of State to publish annual corporation reports and daily lists of newly formed corporations as open data instead of charging fees or limiting distribution to specific recipients.

Defines "open data" as machine-readable information freely available to the public under an open license without registration requirements or restrictions on use or reuse.

Extends open data publication requirements to not-for-profit corporations and limited liability companies, with monthly publication minimum for LLC information.

Adds liability protections for the State and Secretary of State regarding completeness, accuracy, or fitness of published data sets, except in cases of willful or wanton action.

Takes effect January 1, 2022.
