Requires the State Board of Elections to design an alternative signature verification method for statewide advisory referenda instead of a standard random sampling method.

Removes the requirement that proponents file copies of statewide advisory referendum petitions with each local election authority.

Entitles registered proponents, opponents, political parties, and civic organizations to observe and participate in sample signature verification proceedings for constitutional amendments and statewide advisory questions.

Modifies petition filing requirements for statewide advisory public questions, eliminating specific formatting requirements for bound sections and consecutive page numbering.

Takes effect immediately upon becoming law.
