Amends the Local Coronavirus Urgent Remediation Emergency (Local CURE) Support Program administered by the Department of Commerce and Economic Opportunity

Restricts how local governments can use financial support funds to only costs permitted to be covered with monies from the federal Coronavirus Relief Fund under Section 601(d)(3) of the Social Security Act

Removes previous specific eligibility criteria that limited funds to: necessary COVID-19 expenditures not in pre-March 27, 2020 budgets and incurred between March 1, 2020 and December 30, 2020

Renumbers the relevant section from 605-1045 to 605-1047 and removes reference to "initial" rules, allowing ongoing use of emergency rulemaking for program rules
