SB0687 Summary

• Establishes a goal that at least 3% of total dollar amount of State contracts be awarded to service-disabled veteran-owned small businesses (SDVOSB) and veteran-owned small businesses (VOSB), including subcontract work.

• Requires chief procurement officers to report annually by November 1 on VOSB and SDVOSB bids and contracts awarded, with the Department of Central Management Services compiling and reporting this data to the General Assembly by March 1.

• Requires the Department of Central Management Services to submit annual reports to the Governor and General Assembly on certification numbers, obstacles to certification, awarded contracts, and other assistance needed for veteran-owned businesses, and to conduct at least 2 outreach events per year.

• Allows businesses certified by the federal Vets First Verification Program of the U.S. Department of Veterans Affairs to be automatically certified by the State if they have a home office in Illinois and their owners live in Illinois.

• Establishes penalties including suspension from State contracts for at least 3 years (5 years for repeat violations) and certification revocation for those convicted of violations related to misrepresenting VOSB/SDVOSB status.
