Extends the deadline for fast-track Clean Air Act rulemaking procedures from December 31, 2021 to December 31, 2026.

Allows any person, including the Agency, to propose rules under standard procedures to amend the listing of Class 4 etiologic agents (infectious agents), with the Board required to act within 6 months of receiving a proposal.

Removes the requirement that the Board automatically adopt rules identical to Centers for Disease Control classifications and instead permits consultation with multiple federal health and safety guidance documents when proposing amendments.

Eliminates the abbreviated rulemaking exemption that previously bypassed standard Illinois Administrative Procedure Act requirements for updating etiologic agent listings.
