Establishes the Senior Housing Residents' Advisory Council within the Department on Aging to address seniors' concerns following COVID-19 impacts on congregate living arrangements.

Council composed of 19 members including the Director of the Department on Aging (as Chair), four legislators, two department heads, seniors from various housing types and geographic regions, family members, and facility administrators.

Council shall meet quarterly beginning no later than January 1, 2023, with all meetings open to the public; members receive no compensation but are reimbursed for necessary expenses.

Council duties include identifying barriers to senior community support, evaluating available resources and services, assessing state outreach efforts, and evaluating COVID-19's impact on congregate living arrangements.

Council shall submit written reports by December 31 in 2023, 2024, and 2025 with recommendations on information dissemination, service gaps, and state policy improvements; Council terminates after the third report and the statute repeals January 1, 2027.
