Establishes an Advocacy Office for Children and Families within the Department of Children and Family Services to receive and respond to complaints from children, parents, caretakers, and relatives regarding child welfare services.

Requires the Department to maintain and update contact information (name, email, phone number) for each youth's court-appointed guardian ad litem and supervisor, with updates required within 5 days of any changes.

Mandates the Advocacy Office provide a toll-free number and email address for filing complaints and obtaining guardian ad litem contact information, to be included in all relevant notices and handbooks.

Requires the Department to distribute a flyer to all youth entering care and at every administrative case review describing the Advocacy Office's responsibilities, contact information, and the role of guardians ad litem.

Establishes December 31, 2021 as the deadline for the Department to adopt rules governing the maintenance and provision of guardian ad litem contact information.
